Discussion Agenda (Indicate action items)

Item 1.  Action Item:  STC Update/Request (Ben) 10 minutes

Ted Stroll (Sustainable Trails Coalition) contacted us with a status update on Bill 1349 (Human Powered Transport in Wilderness Act) being introduced into the House. McClintock and Duncan Hunter are sponsoring.  The wilderness issue affects San Diego in many ways but blocking access to whole areas as well as obstructing connections to trans county trails project.

STC is looking for funding for continuing lobbying for the bill. Their current need is $10,000 a month to keep lobbying efforts going.   Ben Stone is proposing that SDMBA donates $5000 to support STC in their efforts.

Action Item:  SDMBA board to give to $5000 from the general fund to Sustainable Trails Coalition by 4/30/2017.

Motion: Kevin  Second: Don   passed unanimously

Item 2.    Memberleap Update (Robert/Don) 5 mins

Colleen Juretus (IMBA database manager) and Memberleap staffer working Membership database communication and process.  Working on Paypal and other backend. Making good progress on content. Training to be arranged soon for all volunteers and staff who will access the system.

Item 3.    SDMBA Survey/communications regarding IMBA and CA chapter communications (Kevin) 10 mins.

Survey to members - questions being drafted but no release date.  Kevin reviewed Chapter 2.0 Proposed by IMBA.   After more discussions, the membership due increase is off the table.  National insurance program has been shelved for now.   Kevin spoke with CA chapters last night but most current chapters want to stay.  SDMBA stance is that the IMBA board needs a big turnover.  A consequence of SDMBA leaving IMBA is that other CA chapters might follow.  Two articles published by SDMBA board members and posted publically were intended to inform members and the community about the relationship and issues.  SDMBA IMBA issue subcommittee on 3/22 to continue discussions.  There will be a meeting with CA chapter leaders that attend CA Trails and Greenways Conference in April.

Item 4. Action Item:     Funding Pamo Valley/Orosco Ridge Project (Ben & Susie) 10 mins.

We have received proposal/quote from Progressive Trails Design for Concept Trails

Plan for the entire Pamo Valley/Orosco Ridge Project split into phases. Project would include up to 80 miles of trail in total Total cost is over $40,000 which SDMBA is planning on funding. This does NOT include any of the studies required or building costs.  Also reaching out to IMBA Trails Solutions for a quote also.

Applying for REI grant for $15,000 of this total. Remaining balance of funds could come from crowd sourcing dedicated project campaign, individual or corporate major donations,  other grants, government grants, etc.

SDMBA has already reached out to Ramona Planning Association, Ramona Trails Association, San Diego Trails Alliance, Ramona High School NICA Team, Supervisor Jacob’s office, etc. Money available through County Board Supervisors through Phase I funds, etc. Advocacy meeting to be held in Ramona as part of engaging stakeholders in the project.  Details to be arranged by Ben.

Action item: $5000 of SDMBA money from fund to be determined to be put toward the plan and design when a proposal is accepted. This money is foreseen to be allocated in the summer of 2017?  This amount will be leveraged along with any grant money or major donations received to gather support from MTB community at large (matching donations, etc.)  The Board advises Ben Stone to get a second quote from Trail Solutions/IMBA ASAP.
